The internationalization of performance management and budgeting: Limitations in the Gulf States

Abstract
Performance management and budgeting (PMB) is an unmistakeable international trend in public sector management. This chapter outlines a brief examination of the evolution of PMB in public administration to identify a model, or at least a set of practices that constitutes performance management. To do this there is a discussion of the UK Comprehensive Spending Review (CSR), which is then aligned with frameworks promoted by the Organisation for Economic Cooperation and Development (OECD). Following an overview of the administrative context of the Gulf States, it proceeds to use policy learning analysis to understand the international adoption of this model. The chapter also focuses on organizational performance as most performance management is built around organizational structures. Policy transfer is the outcome of international policy learning and describes the adoption of a policy or programme by one government from another government or organization.
