Abstract
The UKRI open access policy requires that Persistent Identifiers (PIDs) for articles must be implemented according to international recognised standards, but leaves our options open, mentioning Digital Object Identifiers (DOI), Uniform Resource Name (URN) and Handle. I will summarise the key arguments I’ve heard for each, review the relationship between DOIs and Handles, and suggest a route forwards.
