Abstract

Vocational education and training (VET) almost slipped off the development agenda after 2000. Excluded from the Millennium Development Goals and marginalised in the Education for All debate, the dominant policy and research view of VET was that it was largely a waste of time. Yet, the current decade has seen VET staging something of a comeback. As we approach the launch of the post-2015 development goals, VET is clearly represented in various proposals for subgoals; UNESCO convened a World Conference on the subject in 2012 and is working on a new Revised Recommendation – its key standard-setting tool – whilst a range of international reports have emerged on skills from organisations such as McKinsey and the OECD, as well as the Global Monitoring Report on Youth and Skills. These global policies come against a backdrop of national commitments in developed and developing contexts to diversify and expand VET.
